The importance of consultation – أهمية الشورى

Imam Ibn Aashur al-Maliki says in his Tafsir:

ولذلك قرن الله تعالى خلق أصل البشر بالتَّشاور في شأنه إذ قال للملائكة: { إني جاعل في الأرض خليفة } [البقرة: 30]، إذ قد غَنِي الله عن إعانة المخلوقات في الرأي ولكنَّه عرض على الملائكة مراده ليكون التَّشاور سنّة في البشر
“This is why God linked the creation of mankind with consultation, when He said to the Angels:
“I am going to place a successor on earth.” [Qur’an 2:30].
God is not in need of the support and endorsement of His decisions by His creation, but He presented His plan to the Angels so that consultation would become a habit among mankind.”
